The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Secretariat of Multilateral Fund (MFS) for the Implementation of the Montreal Protocol is dedicated to reversing the deterioration of the Earth's ozone layer. It was established in 1991 to assist developing countries to meet their Montreal Protocol commitments in complying with the control measures of the ozone-depleting substances. The Fund Secretariat in Montreal assists the Committee in this task. The Secretariat is administered by UNEP.

Responsibilities

This post is located in the UNEP/MFS at the Montreal duty station. Under the direct supervision of the two Senior Programme Management Officers, the incumbent will perform the following duties:

1. Project review and Data Collection: a) Review data and carry out quality control of the incoming information submitted, prepare progress reports on project activities, progress report on the implementation of country programmes, business plans and project completion reports; b) Assess and review project proposals submitted to the Executive Committee. Verify and resolve data inconsistencies between the progress reports, project completion reports and the Inventory of Approved Projects; c) Verify and consolidate information on data on the implementation of country programmes, Ozone Secretariat Article 7 data and prepare summaries and analyses. Consolidate lists of implementation delays for the implementing and bilateral agencies, and verify information contained in these reports. Ensure consistency of data collected and submitted; d) Prepare meeting documents and project summaries for the Executive Committee; e) Compile and develop a list of relevant documentation to facilitate the review of multi-year agreement projects; f) Organize support for expert group meetings.

2. Criteria for the Operation of the Multilateral Fund on Substances that deplete the Ozone Layer: a) Participate as needed in developing modalities and working arrangements with bilateral and implementing agencies and countries; b) Contribute to developing a system for maintaining regular consultations with representatives of bilateral and/or implementing agencies and other interested organizations; c) Participate in the discussion of policy issues and policy documents.

3. Organizational responsibilities and planning: a) Participate in the drafting and completion of the annual work programme of the Fund Secretariat; b) Assist in the preparation of reports on implementation of projects, drafting data for input into business plans, as well the three year rolling phase out plans; c) Prepare relevant documentation and notes for interagency meetings; d) Follow-up with bilateral and implementing agencies and relevant Governments from Article 5 countries on the timely and accurate submission of progress reports; e) Perform any other duties that may be requested.

Competencies

Professionalism: Demonstrates professional competence in monitoring and compliance to environmental issues and activities and is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Discretion and sound judgment in applying expertise to complex and sensitive issues; Familiarity with United Nations policies, procedures and guidelines. Planning and Organizing: Ability to develop clear programme goals in project monitoring and management that are consistent with agreed strategies; ability to identify priority activities and assignments; work independently with a high degree of responsibility, and with minimal supervision.

Qualifications

Education: An advanced university degree in environmental sciences, environmental policy. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Work Experience: At least five years of professional experience in environmental policy, preferably in multilateral environmental agreements at a national or international level. Experience with the Montreal Protocol an asset.

Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and working knowledge of French is required. Knowledge of another official UN language is an advantage.

Other Skills: Excellent computer skills (MS Office, e-mail internet) are required.

Objectif général : Procurer des éléments d’analyse sur la situation de sécurité alimentaire, économique et nutritionnelle dans la région du Plateau Central afin d’élaborer une stratégie de prévention des risques.

- Analyser la situation de sécurité alimentaire des populations rurales du Plateau Central
- Description des agro-systèmes (accès aux ressources naturelles, systèmes de production, pratiques culturales, organisation sociale) et des problématiques associées
- Etude des stratégies d’adaptation des populations et leur efficacité
- Etude des réseaux de commercialisation pour la production agricole

Main functions, duties and responsibilities:

Reporting to the Business Information Programmer Analyst, the consultant will be responsible for Business Information “front room” tasks included below:

1. Develop new cubes and reports using Cognos 8 contributing towards the delivery of the 2009 workplan set by the Business Information Governance Board.
2. Develop test and maintain COGNOS models, reports, and cubes for the aforementioned assignments.
3. Develop technical documentation for COGNOS models, reports and cubes related to the assignments listed in task 1.
4. Program the corresponding screens, reports, interfaces as assigned by the project manager.

Interim/Final Output Required:

* Reports/cubes/queries as per the project plan
* Model changes as required
* Technical documentation describing the above

Qualifications or specialized knowledge/experience required:

* Proven ability to break large technical or business problems down into smaller units, to discuss and analyse solutions with end users, and to communicate the problem/solution to the various analysts in the business or technical sections.
* Strong oral and written communications
* Proven experience in SQL programming
* Proven experience in Cognos 8 programming
* Experience developing technical documentation

Duration: April 15, 2009 – December 31, 2009 – renewable upon performance.

UNICEF’s IT Solutions and Services (ITSS) division is seeking to enhance its communications and information access presence in the agency’s intranet. ITSS maintains several polices and procedures for the benefit of our 25,000 colleagues in the field. These policies need to be translated in plain language expressing the material scope and communicated in a vivid and usable manner.

Main functions, duties and responsibilities:

1. Review the existing policy and guidelines document and confer with UNICEF to establish the content of the policy/guidelines electronic booklet
2. Design the booklet’s interface and navigational paradigm using popular technologies such as dynamic html, flash, and others in adherence to UNICEF’s presentation and branding standards.
3. Design and create artwork for booklet
4. Conceive, design, illustrate and complete layouts, and other materials in support of establishing the policy booklet. The content itself will be the responsibility of UNICEF; however the booklet should also be printable in pdf form by users throughout the world
5. Document features and technology with emphasis on future maintainability. Establish a mechanism for accessing the booklet in several languages. UNICEF will be responsible for the translation.
6. This booklet is not anticipated to exceed 50 pages

Interim/Final Output Required:

* Booklet paradigm including navigation, search and dynamic features
* Establish booklet with UNICEF content
* Incorporate in current web site via a link
* Documentation depicting the operational aspects, design and all functionality of the new web site.

Qualifications or specialized knowledge/experience required:

* Proven experience in overall web design with specific examples depicting governmental or other static content heavy paradigms.
* Experience with Adobe suite of products to design and implement various web and print publications
* Web design and maintenance experience.
* Excellent written and verbal communication skills required.
* Familiar with SharePoint, Web Part and Master Pages model, InfoPath development, XML, XSLT, CAML, XSD, CSS, JavaScript, web services; ADO.NET, LINQ, SQL Server 2000\2005.
* Cascading Style Sheets (CSS)
* Microsoft SharePoint Designer

Institutional Contracts ONLY for Development of a Comprehensive Children?s Code Draft.

Purpose of Assignment:

Consultancy aims to develop a comprehensive Children?s Code Draft to establish and safeguard Children?s Rights within the context of legal reform that is being undertaken to enhance justice for all children in contact with the law in Timor-Leste (child victims, witnesses and offenders). The institution will work together with the Ministry of Justice and UNICEF Child Protection section.

Duties:

1.a Conduct comprehensive literature review of all existing legislation in children?s issues (National Laws and Policies, international children?s rights legislation ratified by Timor-Leste (such as the Hague Convention on the Rights of the Child and its Optional Protocols etc), traditional justice practices, Draft Juvenile Justice Legislation, Penal Code etc.)

1. b Compile and analyze all consultation reports previously gathered by UNICEF Child Protection and the Ministry of Justice (draft Children?s Code outline 2005, preparation plans for the Children?s Code 2008, district consultation reports from Ailieu, Oecusse, Viqueque, etc).

2. Institution or Project Coordinator visit to Timor-Leste to meet with relevant counterparts and discuss about main objectives to be achieved, activities framework, and coordination in reviving the ?Grupo Trabalho? (Working Group) on Justice for Children for the drafting process involving MoJ. Discussions with necessary stakeholders also takes place bilaterally, with MoJ or UNICEF as required (for example with Provedor?s Office, UNMIT, etc).

3. Conduct at least 2 Public Consultations at district level (including one district from the West and one from the East) with children, young people and community members as well as Government, United Nations and NGO partners. Members of the Child Rights Working Group at the Ministry of Justice to be a key source.

4. Drafting of Children?s Code, then submitted to UNICEF, MoJ and Working Group for first comments in English and Portugese.

5. Undertake initial revisions to the Draft based on comments given by MoJ, UNICEF and Working Group which can then be submitted for public review (in English, Tetum and Portugese). The Ministry and UNICEF will ensure distribution to public, including districts, of electronic and hard copies of all translated versions.

6. Public workshop held in Dili to present final Children?s Code draft to all relevant actors involved in the process (children, youth groups, Government, United Nations and NGO partners) and comments collected on the draft.

7. Final draft Code submitted to the Ministry of Justice, with attached documents for Council of Ministers. Support to Ministry to present draft to the Council of Ministers. Necessary revisions made by the Council Of Ministers and Parliament are included in a final version of the Draft Children?s? Rights Code. It may be necessary for the institution to undertake additional visits to Timor-Leste to support the Ministry in defending the draft legislation to the Council of Ministers and Parliament. This will be determined on a request from the Minister/ Directorate of Legal Drafting.

Deliverable:

1.a/1.b:Comprehensive review summary ready for review by UNICEF and the Ministry of Justice.
2.a. Travel Plan and Activities framework submitted and discussed with MoJ.
2.b. Districts Consultation tool developed and agreed by MoJ.
2.c. Report of first meeting of Working Group issued as well as any notes from other meetings/ stakeholders.

3. Report on Public Consultation findings containing results and also consultation process that can be included in final report.

4. Draft of Children?s Code submitted to key partners (UNICEF, MoJ)

5. Reviewed and translated Draft of Children?s Rights Code ready for submission to public.

6. Reviewed Draft of Children?s Rights Code including comments from public review and documentation from workshop (e.g. agenda, presentations, report).

7. Draft improved with comments from Council of Ministers and Parliament. The selected consultancy will be responsible for revisions of the draft at all stages of the submission process.
